Although PayPal offer different preventive measures to protect your computer from fraudulent transactions, the risk of using PayPal as your merchant are still evident. PayPal is currently offered in 190 countries and 18 currencies. Due to the fact that the only countries currently eligible for a confirmed (seller/buyer is protected by PayPal policy) shipping address PayPal are Canada, USA and United Kingdom, this itself leaves the doors wide open for scam artists.

There are ways for international vendors to "verify" their account, which means that you have verified their shipping address and possibly other details making a bit more secure transaction ends, but without a confirmed shipping address PayPal, you as a seller does not fall under the current policy of seller protection in case of an upset.
